One proposal is the Prospero Drill, which will seed the eyewall of hurricanes with ignited pyrotechnic pencils. As Hurricane Dolly gathers, however, the new administration cancels the experiment, supposedly for budgetary reasons, but actually because the seeded hurricane may change its course and devastate Cuba. Henry Sorel, Prospero's creator, is obsessed by hurricanes and maddened by arbitrary policy. He determines to go ahead, and Warner lends himself to the mutiny. In this well-researched, exciting second novel (after Kiev Footprint), Posey counterpoints several levels of tumultuous eventsfrom the buffeting of 230-mile-an-hour winds to the violent pangs of unrequited love. The action is anything but earthbound as Hurricane Dolly, the Cubans, Sorel and the bureaucracy collide. January 28
