Always one or two steps behind his peers and parents, the dreamy penguin is late for school, late for recess and so late for dinner that his parents have already finished eating by the time he sits down. In a happy ending sure to please all confirmed dawdlers, the arrival of a baby brother gives Quigley a chance to take time out for someone even smaller and slower than himself. First-time illustrator Hill's animated, stencil-like forms gain additional texture from misty paint spatters and what appear to be sponged-on daubs of color. Ages 3-up. (Mar.)
