Carolyn Foley has joined the Penguin Random House in-house Legal group as v-p, associate general counsel, with primary responsibility for legal work on behalf of the Random House publishing division. Foley was previously a partner at Davis Wright Tremaine.
Allison Finkel has been named academic marketing manager at Perseus Books Group. She was previously at Oxford University Press.
At the National Book Foundation, Leslie Shipman has been promoted from director of programs to assistant director, effective immediately.
